Abstrak

Untuk mencapai "Indonesia Emas" pada tahun 2045, Indonesia harus melakukan banyak perubahan dan penyesuaian yang relevan dengan kemajuan internasional. Modernisasi dalam bidang sains, teknologi, dan informasi komunikasi sangat penting karena kemajuan ini akan berdampak besar pada banyak aspek kehidupan manusia dan berbagai bagian pemerintahan, termasuk pelayanan publik. Pemerintah menerapkan SPBE (Sistem Pemerintahan Berbasis Elektronik), yang sebelumnya dikenal sebagai e-Government, sebagai hasil dari kemajuan dalam teknologi informasi dan komunikasi. Tujuan dari SPBE sendiri adalah untuk membangun pemerintahan yang integratif, dinamis, transparan, dan inovatif, serta untuk meningkatkan kualitas pelayanan publik yang terpadu, efisien, responsif, dan adaptif. Karenanya, tujuan dari penelitian ini adalah untuk menjelaskan dan menganalisis peran dan efektivitas Sistem Pemerintahan Berbasis Elektronik (SPBE) dalam modernisasi pemerintahan atau digitalisasi pelayanan publik. Ini dilakukan untuk menunjukkan langkah-langkah strategis yang diupayakan pemerintah dan memastikan bahwa SPBE merupakan bagian pengembangan modernisasi dan digitalisasi yang krusial dalam mencapai Indonesia Emas 2045. Penelitian ini menggunakan studi deskriptif-analitis dan tinjauan literatur digunakan (Library Research). Hal ini dilakukan untuk memberikan gambaran dan analisis menyeluruh tentang modernisasi dan digitalisasi pelayanan publik melalui penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE) dan menyelaraskankannya dengan tujuan strategis Indonesia Emas 2045. Untuk memastikan kegunaan dan keabsahan data, teknik triangulasi sumber peneliti gunakan untuk membandingkan informasi dari berbagai literatur. Hasil dan temuan dalam penelitian ini menunjukkan bahwa penerapan SPBE merupakan prasyarat mutlak sekaligus berfungsi sebagai faktor pendukung dalam mewujudkan visi-misi “Indonesia emas 2045”. Selain itu penelitian ini juga berpandangan bahwa secara simultan indeks Pembangunan manusia juga berperan dominan dalam mensukseskan penerapan SPBE baik di lingkup instansi dan birokrasi pemerintahan dan di lingkup masyarakat sebagai elemen utama.
